An Empire is a centrally managed society. It controls a capital (currently a Star System) and might control additional Star Systems and Fleets. Empires are controlled by an Autoking. Empires issue EC in exchange for fuel delivered in their capital and dispense Fuel in the same location in exchange for EC, at a flat rate of 1.
